
Carlos Guevara
Interim Director of Policy
Carlos Guevara serves as Interim Director of Policy at Governors Safeguarding Democracy (GSD), where he supports the organization’s mission to fortify state-level democratic institutions and ensure the rule of law protects everyone. Working alongside governors’ senior staff and other key stakeholders, he helps develops policy frameworks and interstate collaboration on initiatives to strengthen democratic governance.
Prior to GSD, Carlos was Senior Policy Director at the Immigration Hub, leading national advocacy to modernize the U.S. immigration system in ways that strengthen America’s global competitiveness, advance sensible border security policy, and promote family unity and earned pathways to legal status for long-term residents. From 2017 to 2022, he helped steer UnidosUS’s federal policy strategy, mobilizing a network of 300+ community partners to defend equity and effective governance during the COVID-19 pandemic and beyond. Carlos also served in the Obama Administration from 2014 to 2017 at the U.S. Department of Homeland Security, where he advised interagency teams on border security, immigration, crisis response, and program implementation in collaboration with state and local governments. An immigrant from Hermosillo, Mexico, who grew up in San Antonio, Texas, Carlos began his career as a lawyer representing low-income families through Catholic Charities. He holds a J.D. from the University of Maryland Carey School of Law and a B.A. from the University of Virginia.
