Andrew Rising

Policy Counsel


Andrew Rising serves as Policy Counsel at Governors Safeguarding Democracy.

Previously, he served as a trial attorney in the federal programs branch of the U.S. Department of Justice, where he represented the President, cabinet-level officials, and federal agencies in civil litigation before federal district courts nationwide.

As lead counsel, he litigated high-profile constitutional and administrative law challenges to statutes, executive orders, and agency actions across a wide range of topics. Andrew also advised agencies and their leaders in the development and implementation of federal policy, including development of the first national minimum staffing standard for long-term care facilities.

Prior to his service in the Executive Branch, Andrew clerked for Judge Theodore D. Chuang of the U.S. District Court for the District of Maryland. Andrew holds a B.A. from the University of Michigan Gerald R. Ford School of Public Policy and a J.D. from Yale Law School, where he was a lead editor of the Yale Journal on Regulation, worked in the Legal Counsel Division of the New York City Law Department, and supported COVID-19 response efforts at the Michigan Department of Health and Human Services. Before law school, Andrew was a management consultant to the White House Office of Science and Technology Policy and a policy advisor to the City of Flint’s Charter Review Commission in Michigan.
